MetaPhase Consulting and Proven Optics form Strategic Partnership to bring ServiceNow-based Technology Business Management (TBM) solution to Government
Washington, D.C. – Proven Optics’ ServiceNow-based Technology Business Management (TBM) solution, released in 2019 to compete with Apptio’s TBM software, has seen rapid adoption across Government. Agencies including Department of Homeland Security and Department of Education have already seen immense value in analyzing IT spending within ServiceNow – leveraging the platform to utilize existing data sources, eliminate the need for an additional System ATO, and drive cost-savings. Agencies have found that the Proven Optics TBM solution is purpose-built for Federal Commitment-based accounting, is fast to implement, and can show a positive return on investment after just one reporting period.
To keep pace with the demand for implementation and support for their solution, Proven Optics has formed a strategic partnership with MetaPhase Consulting, an SBA 8(a) certified small business with deep Federal expertise in Capital Planning and TBM. “After working closely with MetaPhase to integrate our product, we recognized an opportunity to provide Agencies’ a full solution – from acquisition to ongoing TBM reporting – in collaboration with a proven partner we trust.”, said William Miller, President of Proven Optics. “Together with MetaPhase we can offer a comprehensive solution – including software, implementation support, and ongoing management via an 8(a) sole source allowing for procurement in a matter of weeks, and deployment in 90 days.”
MetaPhase was an early adopter of TBM, supporting customers such as FDIC and USAID and making early investments in the Certified TBM Executive (CTBME) certification program for its Capital Planning team. Those staff have become thought leaders and TBM evangelists at their respective Agencies – helping navigate the transition to TBM in accordance with OMB mandates. “Federal CIOs are focused on avoiding redundancy, reducing complexity, and consolidating IT portfolios on a smaller number of platforms” said Brett McLaren, Chief Strategy Officer at MetaPhase. “We are excited to further those goals by serving as a strategic implementation partner for Proven Optic’s ServiceNow-based solution. It offers Federal Agencies a new option to support TBM, and eliminates complexities of trying to fit Federal Accounting practices into tools built for Generally Accepted Accounting Principle (GAAP) based accounting. More than that it leverages data that already lives on the platform, making downstream operations and maintenance a breeze.”
In May 2020, MetaPhase and Proven Optics were jointly awarded a 5-year contract to implement and support the TBM product at the Department of Education. DoEd CIO Jason Gray is one of the President’s Management Agenda Cross-Agency Priority Goal leads for TBM, and has served as a TBM thought leader for all of Government.
